Important Update for Out-of-State Residents with NYS DOL Licenses

Attention all out-of-state residents holding a New York State Department of Labor (NYSDOL) work-related license (Asbestos, Mold, etc.)!


The Change:

The REAL ID Act, implemented to enhance security standards for state-issued IDs, now requires New York to participate in a state-to-state verification program. This means, starting September 3rd, 2024, you can only hold one state-issued credential (driver's license or non-driver ID) at a time.


What This Means for You:

If you are an out-of-state resident with an active NYS DOL license and an active driver's license from another state, you may need to take action. On September 3, 2024, other U.S. states will be made aware that you possess a Non-Driver ID in New York, which may cause a driving credential you hold in another state to be cancelled. The NYSDMV has already began contacting individuals to surrender their New York State Non-Driver ID via email and US mail.


Here's What to Do:


  1. Confirm: Verify that you have both a valid NYS DOL work-related license and a driver's license issued by another state.

  2. Make a Copy:  For your records, photocopy both the front and back of your NYS DOL Non-Driver ID.

  3. Review the Official Notice:  CNS Environmental recommends you thoroughly read the full statement from the NYSDOL which details this change. You can access it here: https://dol.ny.gov/licensing-and-certification

  4. Surrendering Your NYS Non-Driver ID:  If you want to keep your out-of-state driver's license, you'll need to surrender your NYS Non-Driver ID. Here's how:

  • Fill out the NYSDMV email form found HERE

  • Mail it In: Mail your completed form with your NYS Non-Driver ID no later than August 9th, 2024,  to the address below: DMV License Production Bureau 6 Empire State Plaza - Room 422A Albany, NY 12228

Important Note:  Your photo will remain on file with the NYS DMV. You can use this photo ID number to apply for future NYS DOL licenses, even if you surrender your Non-Driver ID.


Applicants that do not possess a NYS Drivers License

For applicants that do not possess a NYS Driver License, please bring form ID-5 to a NYS DMV office to have your picture taken. Bring the ID-5 form and proof of your name, date of birth, and signature to the DMV Office. All proofs must be original documents or documents certified by the agency that issued them. Photocopies are not acceptable.

After reviewing your proofs, a DMV staff member will take your picture and give you a receipt. Your receipt will have a 9-digit ID number assigned by DMV. You can use that 9-digit ID number for your DOL application.
